Brian Gouker directs several national programs in NSA’s College of Cyber: the Centers of Academic Excellence (CAE) programs, GenCyber K-12 initiative, the DoD Cyber Scholarship Program, and a highly selective technical internship program. Brian is also the U.S. government senior representative to a NATO project which is building the strategy for International Military Cyber workforce development.

Brian is the past Visiting Professor and first-ever Chair for Cyber Studies at the Army War College where he developed and taught cyber courses for the nation's senior military leaders. Brian has held a wide variety of technical, leadership, operational and representative positions across NSA and the federal government.

Brian is the former Director of the National Security Incident Response Center, served as a senior member of NSA’s Legislative Affairs Office and completed assignments with the Defense Information Systems Agency (DISA) and the FBI. Brian is a two-time member of NIST’s Information Security and Privacy Advisory Board where he provided security advice to federal senior leadership.

A retired Air Force Officer, Brian holds technical and advanced degrees from the University of Texas at Austin, Houston Baptist University, and the Army War College. He is fluent in American Sign Language and is a volunteer Special Olympics coach.
