Todd Hemmen is the Deputy Assistant Director (DAD) of the FBI Cyber Division’s Capabilities Branch. In this role, he manages development and integration of the Cyber Division’s technical tools and leads coordination and deployment efforts for the division’s elite surge support capabilities, to include digital forensics and incident response, intrusion analysis, data analytics, and remote access operations. DAD Hemmen further oversees all cyber-related training, recruiting, hiring, and finances for the division. Finally, DAD Hemmen shepherds Cyber Division’s efforts to engage and collaborate with trusted industry and international partners to disseminate and operationalize threat intelligence.            

Mr. Hemmen entered on duty with the FBI in 2004 and was assigned to the San Diego Field Office (SDFO), where he worked a variety of criminal investigations and served as a member of the SWAT team.  In 2008, Mr. Hemmen transferred to the Imperial County Resident Agency, where he continued to work criminal matters until his promotion to Supervisory Senior Resident Agent in 2011.  Mr. Hemmen was promoted to Supervisory Special Agent (SSA) within the FBI's Transnational Organized Crime – Western Hemisphere Section in 2014, where he provided program management for FBI offices on the southwest border and was later detailed as a Liaison Officer (LNO) to the CIA’s Crime and Narcotics Department.  In 2016, Mr. Hemmen returned to San Diego and was promoted to SSA, overseeing the investigative squad responsible for crimes against children and civil rights violations.  

In 2019, Mr. Hemmen was selected as an Assistant Special Agent in Charge (ASAC), overseeing half of the SDFO’s criminal programs, including public corruption, white collar crime, health care fraud, civil rights, and crimes against children.  As an ASAC, Mr. Hemmen further supervised the SDFO resident agencies and the Regional Computer Forensics Laboratory.  In 2022, Mr. Hemmen was promoted to the Senior Executive Service as a Section Chief within the FBI’s Cyber Division.  As a Section Chief, Mr. Hemmen previously served as the Senior LNO to the Cybersecurity and Infrastructure Security Agency and thereafter led the Cyber Division’s Technical Analytics and Operations Section before assuming his current position.

Mr. Hemmen earned a Bachelor of Science in Civil Engineering from Texas A&M University and a Master's in Cybersecurity Operations and Leadership from the University of San Diego.
